The Outer Harbor should become a new waterfront park similar to Millennium Park on Chicago’s waterfront, Ontario Beach Park on Rochester’s waterfront, and Presque Isle State Park on the shore of Erie, PA. Such a new park should also be connected to the other waterfront parks of Woodlawn Beach, LaSalle, Front, Columbus, Prospect, Broderick, Squaw Island, and Towpath, and Riverside, with Squaw Island and its park renamed “Black Rock Island” and “Black Rock Park.” (A similar controversy to the future development of Buffalo’s Outer Harbor, where the Buffalo River empties into Lake Erie, is brewing over future development plans for the Port of Rochester, where the Genesee River empties into Lake Ontario).

Terminals A and B and/or parts of the Richardson Complex could house the proposed North American Museum of Sport and Culture, Great Lakes/Erie Canal Museum, a new museum for outdoor weather, as could U.S. Fish and Wildlife Service, Region 5 museum, with a new terminal built for a new ferry to run to Canada on the route of the former Canadiana, while the sports and lakes/canal museums can only go on the waterfront. A museum for local sports history could also go in either the Harborcenter or First Niagara Center. The contents of the former Bergwardt Bicycle Museum could also go in either the BHM or the Buffalo Transportation/Pierce Arrow Museum. Alternatively, any of these museums except for weather and North American sports could be displays or exhibits at the Buffalo History Museum as well as displays or exhibits of former U.S. Presidents Millard Fillmore and Grover Cleveland. The weather museum could be also be a display or exhibit at the Buffalo Museum of Science and the fish and wildlife could be built on the waterfronts of Youngstown, Rochester, Oswego, or Syracuse.
